Mr. Smith is a Professional Engineer registered in the State of Wisconsin.
In the fall of 2014, Jim became the Midwest Regional Manager with the American Wood Council (AWC). In that position he provided services to the code officials in Washington, Oregon, North Dakota, South Dakota, Minnesota, Iowa, Wisconsin, Illinois, Michigan, Indiana, Ohio and Kentucky. He retired from AWC in the summer of 2021.
In 2011 he was appointed to the position of Chief Building Inspector and Zoning Administrator for the City of Waukesha, Wisconsin, a position he held until 2014.
From 1979 until August 2011, he was an employee of the State of Wisconsin’s Safety and Buildings Division. He began his employment as a plan examiner and in 1984 was promoted to the plan review “lead-worker” with primary responsibility for the review of plans for the healthcare and detention facilities within the state. In 1995 he was promoted to be the Program Manager for the Commercial Building Program. In 2007 he also took on the Mechanical, Energy Conservation and Existing Buildings Programs. In 2009 he was placed in charge of the Division’s Building Material Evaluation services.

Jim served on two of the ICC Code Development Committees [IBC Means of Egress Code Development Committee and IBC Fire Safety Code Development Committee] for the 2003 edition of the International Building Code [IBC]. He also served on the IBC Means of Egress Code Development Committee for the 2006 edition of the IBC.
Jim served as a member of the inaugural ICC Building Code Action Committee (BCAC) the proposed changes that will become the 2015 editions of the I-Codes. The BCAC was quite effective in advancing successful code change proposals. In 2012 for the Group A session the BCAC submitted 30 changes and 21 were approved. In 2013 for the Group B session the BCAC submitted 48 changes and 35 were approved.
In February 2014 he was reappointed to the ICC BCAC and served as Vice-chair. The committee developed code changes that are included within the 2018 editions of the IBC, IRC and IEBC.
In February 2017 he was reappointed to the ICC BCAC. The committee developing code changes proposals that are included within the 2021 editions of the IBC, IRC and IEBC.
In February 2020 he was reappointed to the ICC BCAC and served as Vice-Chair. The committee is in the process of developing code changes that will ultimately be included within the 2024 editions of the IBC, IRC and IEBC. Jim vacated his seat upon his retirement from AWC.
